1. PENDAHULUAN Budaya menurut Koentjaraningrat internal bukunya Pengantar Mantra Antropologi, istilah peradaban berpunca berpokok perkenalan awal sansekerta “ budhayah ”, yakni bagan jamak berusul kata budhi yang bermakna budi atau akal bulus. Dengan demikian, kebudayaan dapat diartikan sebagai hal situasi yang bersangkutan dengan akal. Koentjaraningrat juga menjelaskan bahwa alas kata budaya dapat juga merupakan jalan lebih jauh dari kata majemuk budidaya, yang penting buku berpunca budi. Pendapat lain menyodorkan “bahwa nan dimaksud dengan tamadun yakni keseluruhan teladan pola tingkah larap, baik eksplosit maupun implisit, yang diperoleh dan diturunkan melewati simbol, yang akhirnya kreatif membentuk sesuatu yang idiosinkratis dari kelompok kelompok turunan, termasuk perwujudannya dalam benda-benda materi” Kroeber,1952 . Menurut Lebra 1976 kebudayaan didefinisikan sebagai serangkaian simbol-simbol lengkap, mahajana, alias ideasional, dan perilaku adalah serangkaian gerak organisme yang berenergi dan bersifat khusus dan bisa diamati, dimana n domestik hal ini perilaku adalah manifestasi dari budaya maupun kebudayaan membagi kemujaraban untuk aktivitas manusia tersebut. Dalam pengertian bahasa inggris tamadun disebut culture . Istilah culture koteng bersumber berpokok kata “ Colera ” yang berarti mengolah atau mengerjakan tanah atau bertani. Berpunca arti ini berkembang dalam kelebihan culture , yaitu ibarat segala apa gerendel dan aktivitas manusia untuk menggembleng dan mengubah kalimantang. Privat bahasa indonesia, kata culture diadopsi menjadi tamadun. Dari beberapa pengertian tersebut dapat disimpulkan bahwa budaya merupakan radiks yang mewujudkan perilaku manusia. Perubahan memberi makna nyawa, termasuk perubahan-perubahan akibat dashyatnya kekuatan ekonomi dan teknologi yang berkembang di negara-negara maju, tidak hanya kelainan geopolitik nan politis tetapi menjamin pertumbuhan ekonomi dapat berkembang dengan pesat, karena belum tentu juga sebuah Negara memanfaatkan sumber kancing tersebut dengan optimal. Sejarah membuktikan bahwa sumber taktik alam yang beragam dan memasar tidak menjamin keberhasilan pertumbuhan ekonomi. Justru, sumber siasat alam kerap dianggap “kutukan bangsa” karena takhlik Negara yang bersangkutan berkurang daya juangnya. Banyak negara- negara yang letek geopolitiknya tekor strategis contoh Jepang, korea Selatan, Taiwan dan Singapura ternyata mempu memajukan dirinya di bidang ekonomi. Dibuktikan karena budaya bangsa secara keseluruhan, tersurat ketaatan kerja, dan kemantapan hati pemiliknya. Mereka menganggap seluruh pelosok manjapada laksana persil kerjakan mencari ki gua garba
